UNDP Cambodia – National Climate Finance Coordinator



The National Climate Finance Coordinator at UNDP Cambodia will be under the supervision of the Environment Policy Specialist and will collaborate closely with colleagues from UNDP Cambodia Country Office, UNDP Sustainable Finance Hub, consultants, and partners.


The coordinator may need to conduct field missions to different provinces of Cambodia to carry out project-related activities, meetings, stakeholder engagements, and monitoring. All official travel expenses will be covered by the UNDP project.


Additionally, the coordinator may be assigned other programs, projects, or initiatives within the scope of their responsibilities, depending on the workload at the time.


Responsibilities of the National Climate Finance Coordinator include:


1. Coordinating the implementation of climate finance projects.

2. Providing technical support on climate finance-related issues.

3. Contributing to UNDP's programming and pipeline formulation related to climate finance.


Specific tasks of the coordinator include:


- Designing roadmaps and annual work plans for climate finance activities.

- Coordinating key activities in partnership with relevant stakeholders.

- Developing Terms of Reference (ToRs) and supervising assistants and consultants.

- Providing management support for day-to-day operations, including document circulation, meeting coordination, and information feedback.

- Preparing quarterly and annual project progress reports.

- Monitoring project implementation progress and risks using Results-Based Management (RBM) tools.

- Ensuring proper use of project resources per UNDP's policies and procedures.

- Supporting the design and operation of climate finance initiatives.

Required Skills and Experience:


Education:


Advanced university degree (master’s degree or equivalent) in social science, development studies, economics, public policy, or related fields is necessary, or

A first-level university degree (Bachelor´s degree) in the mentioned areas combined with an additional 2 years of qualifying experience will be duly considered in place of a Master´s degree.

Experience:


Minimum of 2 years (with a Master´s degree) or 4 years (with a Bachelor´s degree) of relevant professional work experience in project management.

Experience in project design, implementation, coordination, monitoring, and/or reporting of development projects is essential.

Exposure to the country’s institutions.

Experience in collaborating with various stakeholders, including government entities, non-governmental organizations (NGOs), private sector, and civil society organizations (CSOs), is essential. Additionally, having experience implementing programs across United Nations (UN) agencies and the Royal Government of Cambodia is a definite advantage. 


In terms of climate change, it is important to have knowledge of climate change, including the international regime, and the ability to apply this knowledge to both strategic and practical situations. Similarly, having knowledge of climate finance concepts and instruments, and the ability to apply them strategically and practically, is crucial. 


Furthermore, the ability to identify and organize programs and projects to implement solutions and generate resources is essential for effective resource mobilization. 


Please note that proficiency in both Khmer and English languages is required for this position. 


Lastly, it is important to be aware that acceptance of a staff position with UNDP may have implications for US Permanent Residents, and they are advised to seek legal advice regarding their immigration status.
